Qualifications
: Dr. C. Ryan Keay is a physician licensed to practice medicine in Washington with expert knowledge and experience in the administration and management of emergency medical care. The Medical Program Director must hold and maintain a current and valid license to practice medicine and surgery under chapter 18.71 RCW or osteopathic medicine and surgery under chapter 18.57 RCW and be qualified and knowledgeable in the administration and management of emergency medical care and services.
Duties
: The Medical Program Director is responsible for ensuring the quality and safety of the EMS system, developing and implementing the standards and protocols for patient care, providing and coordinating the education and supervision of the EMS personnel and agencies, and evaluating and improving the performance of the EMS system. Qualifications
: Scott serves as the Executive Director, bringing extensive experience in fire service EMS leadership. He has previously served in chief officer roles, overseeing financial, administrative, and operational functions. His career in the private sector has further developed him into a well-rounded business professional who understands the balance between public and private sector leadership to effectively serve stakeholders. Scott holds a Master of Science degree in Healthcare Informatics from Grand Canyon University.
Duties
: The Executive Director manages the financial, administrative, and service operations of SCEMSA, ensures compliance with all relevant and applicable laws, and works with representatives of other agencies. Relevant RCW and WAC references include:

Biography:
Ann has a rich background in education and protocol development within the EMS field. Ann has been in EMS since 2003, a paramedic since 2006, and currently works as a single-role medic in Snohomish County. Ann has an A.A.S in Paramedicine from the University of Alaska Fairbanks and Bachelor's in Psychology from Central Washington University.
Education Specialist:
Duties
: The Education Specialist is responsible for creating and providing educational resources to diverse stakeholders for the initial and ongoing education and certification of responders, ensuring compliance with national and state standards. Ann is responsible for creating educational materials, managing EMS courses, and ensuring that training programs meet the required standards. Relevant RCW and WAC references include:

Protocol Coordinator
Duties
: The Protocol Coordinator is responsible for receiving protocol error submissions and update suggestions. Administering the MCP protocol app. Assisting with new protocol development, old protocol review, and DOH communications.
