  • Qualifications: Joe Hughes is the Deputy Chief of EMS at South County Fire. He has extensive experience in emergency medical services and leadership within the fire department. His experience leading a large fire-based EMS system, in Washington’s third most populous county, parlays into strong direction for this organization.
  • Duties: As the Chairperson, Joe oversees the board meetings, ensures that the board's decisions are implemented, and represents the board in official functions. According to the bylaws, the Chairperson is responsible for presiding over all meetings of the board, ensuring that all orders and resolutions of the board are carried out, and performing other duties as prescribed by the board.

  • Qualifications: Vincent Read is the Deputy Chief of EMS at Snohomish Regional Fire & Rescue. He brings a wealth of knowledge in EMS operations and management. Vincent oversees a system that covers a diverse population of our county. His leadership brings balance and perspective to the board.
  • Duties: As the Vice Chairperson, Vincent Read assists the Chairperson in their duties and steps in when the Chairperson is unavailable. The bylaws state that the Vice Chairperson performs the duties of the Chairperson in their absence and carries out other duties as assigned by the board.

  • Qualifications: Joe Simmons is the Deputy Chief of Emergency Medical Services at Sky Valley Fire with extensive EMS management experience. He serves a rural community through a volunteer fire department, bringing valuable diversity to the board.
  • Duties: As the 2nd Vice-Chairperson, Joe Simmons supports the Chairperson and Vice Chairperson in their roles and takes on additional responsibilities as needed. The bylaws indicate that the 2nd Vice-Chairperson assists the Vice Chairperson and performs their duties in the absence of both the Chairperson and Vice Chairperson.

  • Qualifications: Neil is the Medical Services Officer at Snohomish Fire. He has extensive experience leading a fire-based EMS system in suburban Snohomish County. His work in a mid-sized agency adds valuable diversity and perspective, allowing him to address a wide range of medical emergencies effectively and with great understanding of different community needs.
  • Duties: As the Treasurer, Neil is responsible for overseeing the financial operations of SCEMS, including budgeting, reporting, and ensuring financial compliance. The bylaws specify that the Treasurer maintains the financial records, prepares financial reports, and ensures that all funds are properly accounted for.

  • Qualifications: Brian is the Chair of the Board of Commissioners at Snohomish Fire. As a retired Chief Officer from the Seattle Fire Department, he has a deep understanding of EMS operations, quality assurance and educational programs.
  • Duties: As the Citizen At Large, Brian represents the interests of the community and provides input on the board's decisions. The bylaws outline that the Citizen At Large participates in board meetings, votes on board decisions, and represents the community's perspective.

  • Qualifications: Dr. C. Ryan Keay is a physician licensed to practice medicine in Washington with expert knowledge and experience in the administration and management of emergency medical care. The Medical Program Director must hold and maintain a current and valid license to practice medicine and surgery under chapter 18.71 RCW or osteopathic medicine and surgery under chapter 18.57 RCW and be qualified and knowledgeable in the administration and management of emergency medical care and services.
  • Duties: The Medical Program Director is responsible for ensuring the quality and safety of the EMS system, developing and implementing the standards and protocols for patient care, providing and coordinating the education and supervision of the EMS personnel and agencies, and evaluating and improving the performance of the EMS system. Relevant RCW and WAC references include:
    • RCW 18.71.205: Medical Program Directors.
    • WAC 246-976-920: Participate in protocol development by working with committee(s) and MPD.

  • Qualifications: Scott serves as the Interim Executive Director, bringing extensive experience in fire service EMS leadership. He has previously served in chief officer roles, overseeing financial, administrative, and operational functions. His career in the private sector has further developed him into a well-rounded business professional who understands the balance between public and private sector leadership to effectively serve stakeholders. Scott holds a Master of Science degree in Healthcare Informatics from Grand Canyon University.
  • Duties: The Interim Executive Director manages the financial, administrative, and service operations of SCEMS, ensures compliance with all relevant and applicable laws, and works with representatives of other agencies. Relevant RCW and WAC references include:
    • RCW 18.73.081: Duties of the Secretary — Minimum requirements to be prescribed.

Education & Credentialing Specialist

  • Education Specialist:
    • Qualifications: Ann develops educational content and manages EMS courses. Ann has a rich background in education and training within the EMS field. Ann has an A.A.S in Paramedicine from the University of Alaska Fairbanks and Bachelor's in Psychology from Central Washington University. The Education & Credentialing Specialist is responsible for creating and providing educational resources to diverse stakeholders for the initial and ongoing education and certification of responders, ensuring compliance with national and state standards.
    • Duties: Ann is responsible for creating educational materials, managing EMS courses, and ensuring that training programs meet the required standards. Relevant RCW and WAC references include:
      • RCW 18.73.081: Duties of the Secretary — Minimum requirements to be prescribed.
      • WAC 246-976-026: Ongoing training and education programs (OTEP).
  • Credentialing Specialist:
    • Qualifications: Ann manages the initial certification along with recertification of credentialed providers and audits recertification documentation. Ann has expertise in credentialing processes and compliance. The Credentialing Specialist ensures all applicants meet established professional qualifications and requirements in accordance with the Revised Code of Washington (RCW) and the Washington Administrative Code (WAC) before a credential is issued.
    • Duties: Ann is responsible for managing recertification, auditing documentation, and handling new provider applications and status changes. Relevant RCW and WAC references include:
      • RCW 18.73.081: Duties of the Secretary — Minimum requirements to be prescribed.
      • WAC 246-976-141: To obtain initial EMS provider certification following the successful completion of Washington state approved EMS course.

  • Qualifications: Val manages administrative tasks and supports the daily operations of SCEMS. Val has over 25 years’ experience providing administrative support to mid and upper management, and a Bachelor’s of Commerce degree, majoring in Entrepreneurship and Small Business Management.
  • Duties: Val handles administrative duties, coordinates schedules, and facilitates communication within the organization and with stakeholders.
